the 2-cell charger market is tiny. Most of chargers you can buy at WalMart, Circuit City or BestBuy are four cells.
If you want, you can take a look at the high-end market, like the La Crosse BC-900 charger. It has better reconditioner, charger, discharger and tester all in one.
The RC market is quite large if you can make one for that market.
if you use a lot of rechargeable batteries, try to find a la crosse bc900 charger / reconditioner. it will charge and recondition up to 4 batters at any given time.
Also, try to find Sanyo eneloop batteries. Those batteries can hold their charge for a long time. great for digital cameras.
the la crosse charger will also measure the capacitor of any battery. so it is pretty good if want to know if a battery is about to die or needs reconditioning.
during reconditioning, it will charge up the battery, discharge it, and then going through the cycles until the battery cannot be charged up any more. It usually takes a day or two to recondition a battery to its fullest capacity.
you can also select charge / discharge current. pretty neat stuff. not sure if it is available in China (it is made in China) but it sells for $30 here, with batteries.
